I have tried to reproduce this on the lab machines, and it seems that whenever you are running an application in full screen on one monitor, and you use the key combination on Alt+Tab, the Taskbar on the monitor will I understand that the Taskbar is not visible on the monitor where the game is running while using Alt+Tab key.
